The situation that is said to have existed since a least the late 1970\'s, characterized by an inability of software developers to deliver good quality software on time and on budget
In essence, it refers to the difficulty of writing correct, understandable, and verifiable computer programs. This results in there being more software to be developed than there are capable developers to do it. Demand will continue to outstrip supply for the foreseeable future. Hence, the following result
· Projects running over-budget.
· Projects running over-time.
· Software of low quality.
· Software often did not meet requirements.
· Projects were unmanageable and code difficult to maintain.
