Introduction：
In the latest enlargement of the European Union (EU) in 1st May 2004, 10 Soviet countries: Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia who were also Warsaw Pack countries joined the European Union (Wikipedia(a), 2006). At that time people started to consider if Russia should seek the membership of the EU. However most studies indicate that although there are lots of benefits for Russia to join the EU, there are still huge gaps in human right and politics between these two giants and they can not be filled easily. This means the EU can not accept Russia as its member country in a short time. Also, it is wasting time for Russia to altering itself to match the EU’s requirements for a long time, because recently the rising energy price provides Russia with a goodish chance to recover its domestic economy.
