So many different crimes exist that by the turn of the early 20th century many law enforcement programs and agencies found themselves dealing with a revolving door of crime. Areas and neighborhoods had been getting worse while officers and investigators were stepping on toes trying to retrieve information that did not exist. The answer to this was simple and swift. The Uniform Crime Report Program commonly referred to as the UCR.
“The Uniform Crime Reporting (UCR) Program was conceived in 1929 by the International Association of Chiefs of Police to meet a need for reliable, uniform crime statistics for the nation. In 1930, the FBI was tasked with collecting, publishing, and archiving those statistics.” (www.fbi.gov) Today, several annual statistical publications, such as the comprehensive Crime in the United States, are produced from data provided by nearly 17,000 law enforcement agencies across the United States.
