Freedom of religious expression is an inalienable right that the United Nations advocates. Article 18 of the Universal Declaration of Human Rights, adopted by the General Assembly in 1948, states, “Everyone has the right…to manifest his religion or belief in teaching, practice, worship and observance.” However, the United Nations, in seeking to fulfill this liberal ideal, runs into conflicts with national sovereignty. Nations in Europe, for example, have banned traditional feminine Muslim scarves which conceal the face. Supporters of this interdict argue that these garments make a person unidentifiable, and therefore threatening to security. This has caused dissention from Muslim fundamentalists, who view this ban as an obstacle to solely their religious expression. In response, nations such as France have banned all religious garments, seeking to promote secularism and population homogeny.
