On April 15, 2008, I , officer Cruz received a call from dispatch about someone who has stolen a GPS navigation system from Best Buy. Dispatch described the vehicle being a blue Lexus license plate FLC 2654 and the perpetrator being a white male about 180 lbs., black hair, about 5’9” and wearing blue jeans and white tee shirt. I was driving around by Park street and seen a blue Lexus. As I drove closer I seen the driver throwing a box out of the window which violates section 6501 of the PA crimes code. I immediately turned on the siren and lights. He pulled over right away. The license plate matched the description of the car involved in the retail theft at Best Buy. I called for backup and approached the suspects car with caution. As soon as I walked up to his window I smelled a strong odor of beer. I then asked the suspect to give me his license, registration and proof of insurance. I then asked him to step out of the vehicle and stand in......
