John has definitely set his company up for failure because he did not research opening and running a business in Japan. He needs to invest in GHRM. One of the most important aspects for a company to succeed in a global marketplace is to have HRM policies that can accommodate a culturally diverse workforce. (Ivancevich p.115). At this time John does not.

The critical issues and problems John will face while staffing a new plant in Tokyo are numerous. To begin with, his home plant in Tennessee has a critical labor shortage, yet he will need to hire 500 employees to staff the Tokyo plant. The union stewards of the Tennessee plant are requesting that union members are first to be offered a transfer and that host country nationals that are hired for the Japanese plant receive the same contract as the United States union members.
