Just because we do not have a centralized government, does not assume that we as a nation will fail or lead in anarchy. Waltz states, “The essential structural quality of the system is anarchy- the absence of a central monopoly of legitimate force�. Although Waltz believes that anarchy is the international structure, anarchy is not chaos, rather a state not run by a central government. This means that the state itself must provide for their own security, insisting peace is not an option because the state is always conscious about establishing strength in their security.
