Turkey is a unitary state with 81 provinces governed by Governors who are appointed by the Central Government and about 3,200 municipalities that are governed by Mayors who are elected every 5 years. The system was adopted from French and stayed pretty much the same for decades with minor adjustments. Despite their multiplicity, only about 150 municipalities have populations in excess of 50,000. On average local administrations are dependent on centrally collected and transferred taxes to the extent of 80-90%. Altogether their expenditures make up only 4-5% of GNP. Municipalities are mainly responsible for management of sewage, drinking water, city transport, garbage collection, natural gas distribution in municipal areas.
