Í lok október munu leiðtogar Evrópu koma saman og skrifa undir stjórnarskrá Evrópusambandsins. Stjórnarskráin þarf síðan að vera samþykkt í öllum aðildarríkjum sambandsins. Ef sameiginleg stjórnarskrá verður samþykkt verða framtíðaráform stofnenda sambandsins að veruleika, Evrópa sameinist sem pólitískt bandalag.

Margir leiðtogar Evrópu líta svo á að sameiginleg stjórnarskrá gæti sameinað Evrópu enn frekar og orðið til þess að hún verði "superpower" líkt og Bandaríkin. Óvissa ríkir í Evrópu um hvort stjórnarskráin verði samþykkt og veltur framtíð ESB á henni. Aðeins eitt ríki þarf að fella hana í atkvæðagreiðslu og nú þegar hafa ellefu ríki sambandsins tilkynnt um þjóðaratkvæðagreiðslu stjórnarskrárinnar. Mikil áhætta getur verið fyrir ESB að íbúar Evrópu fái að kjósa um hvort að stjórnarskráin verði samþykkt. Það virðist vera munur á því hvað íbúar......
