Napoleons' Domestic policy was somewhat strong. He had a group of secret spies and police to look over his people while he was dictator. The spies would come back to Napoleon bearing news and information about what the people though of Napoleons recent decisions or what they though napoleon should do next. This valuable information was very useful to Napoleon. He was then able to use this to his benefit, knowing what the people wanted and knowing what he was capable of, Napoleon had the ability to create either decisions that we 100% for the people (which made both very happy) or make a compromise (making both somewhat happy). This meant that all of napoleons decision could be premeditated and twisted so that through the eyes or the public, he was amazing. I believe this is one of the reasons for Napoleons' immense popularity.
